I don't see anything on their site that indicates they don't allow foreigners. If your Japanese is up to par, call them and ask if you're that interested in receiving the services of one of their girls. It never hurts to ask if you got the language ability to do so. Works for me and other Japanese speakers in the Ikebukuro providers.
