Imekura, Soap Land Etc Don't Allow Foreigner Even With Fluent Japanese?

Greetings! This is my first time posting in this forum! I apologized if this is a repeated thread

Just a little background about myself, I'm Asian but can speak,read and write Japanese well enough to communicate confidently. I've studied the language for about 4 years.

So here's the question.

I searched through many Japanese language based services websites. Most of these websites under rules and regulations section don't clearly state that foreigners are not allowed.
I few examples are:

（The website is pure Japanese)

So does it mean that if can speak the language well and can commute fine. They wouldn't mind if you're a foreigner? I'm Asian and there is possibly that they can't tell whether I am a foreigner or not. (lol)

Plus do they require some form of identification of sorts during registration?

Do anybody have any experience regarding this question.?
If do please enlighten me

I can't check those sites right now, but there are some Soaplands that will accept foreigners for sure. Others, conversational Japanese will go a long way to get you in the door.

Actually I found this website which consolidates many of the "imekura" located in the shinjuku, shibuya, roppongi & etc website.

So last night i actually managed to find a imekura website with an inquiries page. it allows you to send a message through their website and they'll reply back to your email.

Once again I asked if foreigners are allowed to use their services if they are proficient in the language.
So this was their reply.

お問い合わせありがとうございます。
(Thank you for the inquiry)

君を舐めたくて学園です。
(This is "I want to lick you academy") LOL. yes that's what it says.

以前、当店にお問い合わせ頂いたお客様でしょうか？
(Are you a customer that have made an inquiry before?)

残念ではございますが、当店は外国の方のご利用は出来ません。
(Unfortunately, Our establishment do not provide our services to foreigners)

There was no direct rule stating that foreigners are not allowed in their website though. My logic is they would not expect a foreigner to actually find their website that easily. Furthermore it's in Japanese and they have not encountered such a situation before.

What I hope for it, There is no clear rule that states foreigners are not allowed so, If your language IS proficient enough they would look the other way.
Who knows :/ There's still hope if it not written in black & white or I haven found it yet. haha

It really varies depending on the shop and the provider. There's some shops that seem to have no problem even with foreigners that don't speak much if any Japanese. There's others that are okay as long as you speak enough to make appointments on the phone. Then within the shops, there's some girls that refuse to service foreigners, or won't do certain things with them. You can't expect hard and fast rules. This is Japan, after all.
