You can get BJs at places like Hinomaru (reviewed extensively in the reviews section) for that price or less. I think it's maybe 4000 yen for 20 minutes. The cheapest you'll probably find full sex is at a place like Raku in Gotanda (also reviewed extensively in the reviews section).

No, there is not, although you'll occasionally see streetwalkers in Shinjuku and elsewhere that might or might not be legitimate. I wouldn't recommend going with them or giving them money, regardless of what sort of massage they promise you.
