The third line down:

is a really horrible translation of 本番行為及び、本番行為の強要 which says that sex, or extorting sex (is prohibited). 本番 (honban) meaning male-female penetration. Other fun services (listed below) are perfectly fine. Note that Hipness also has something to that effect on their page too, so that doesn't mean sex isn't available.

Additionally, their service listing isn't in English, so for those that are curious the Japanese under "Foundations Play" is:

Yeah, I think when you are dealing with foreigner services like Korean or Thai, the chances of full service is pretty good overall.

I tried this place out recently.

Booking was no problem, I started off by saying I was a foreigner, staff member was helpful and friendly. We spoke only in Japanese so I have no idea if English is possible.
