Where in Tokyo? I've been to clubs in Roppongi and Shibuya but I think my language skills are lacking.

I'd probably try the Hub Bars or other British or american-themed bars. I went to one of the Shinjuku Hubs a few times with a buddy, and both times met some college-age JP women looking to practice their English.
