    Club amour in Osaka accepts foreigners, they even have the rules out in English. Pretty sure you can get by on only English (never tried without japanese), bur your options will be limited.

    In my country, many public service jobs have limitations on what you are allowed to do extra. Anything that could damage the trust in the public institution in question is off limits. I work in a public office ( government agency) and have to tell if asked what other engagements I have.

    It might not fit perfectly into what OP is long for, but imo club amour is pretty beginner friendly, and is fine even with no japanese ability (or so I've heard). Personally I'd find it hard to get anything close to a gfe without some talk.
