    As of the beginning of July, you had to go to a commuter pass office (I went to the Tobu office at Ikebukuro), and they'd only sell you a personalized card. You didn't have to buy a commuter pass on the spot.

    It depends on the VPN. I have a free subscription to Privado from my Usenet provider, and the JP server works for Happy Hotel, but not City Heaven. At least as of a few months ago Proto VPN, even on the free tier, worked, though.
