As I have been here for only a few days ... yet I have experienced travel on these railed "chariots" packed with many native peoples on their way to and from work, houses of learning, etc ...

And many of the local people aboard this convenience, I find - have the distinct aroma of tobacco smoke.

But, Lo! Where are they are smoking these products? I have yet to see one of them smoke on the streets. Perhaps this is because I have seen signs RIGHT ON THE PAVEMENT OF THE STREETS saying "No Smoking"?

Where then, do they smoke?

Also - are these people given the option of the e-cigarette? Do the laws of this land even allow for e-cigarettes? I must admit, I have one of these devices and enjoy it greatly - but I do not wish to make offense to anyone or violate local customs and law. How should I therefore indulge in my pleasure with it?

People in Japan do smoke on the streets from time to time (I see a lot but I may be just unlucky)
The you have smoking areas like in Shibuya or Ikebukuro. I think There is also one in Takadanobaba near the station.

E-Cigarette becomes more popular recently. You can get the iqos here. Most convenient stores sell them.

Would the law enforcers place me in chains if I puffed my e-cig on the street? I have been secretly doing it anyway, using a technique I was taught called "stealth vaping". :D

They don't put on chains but depending on the area, if they caught you smoking on the street they charge 1000-5000¥. I used to live very far outside the center and in that area were a lot of patrolling guys looking for smokers to charge them haha

they smoke everywhere, everywhere where you cant see them... as does everybody... sure there are smoking areas and i remember when they first enforced that "dont smoke outside, better keep it inside" law, but still as most things, as long as nobody sees it, everything is fine... im sure you remember that "japan is so clean" nonsense, same rules apply...

A lot of major city areas ban smoking in specific street areas though you can find designated areas outside rail areas, some shops/restaurants, and konbini's.

As far as e-cigs go they have iqos which is a hybrid e-cig. Apparently vape juice with nicotine is prohibited but vaping minus the nicotine is somewhat of a thing here.

where do you buy the liquid with nicotine ? I found shops where they sell liquids without nicotine (even in donquihotte) and I was told it's not allowed to sell one with nicotine in Japan.

as for vaping in the streets I do that without hiding, never had any comment. it's just vapor anyway, not smoke.

Yeah, nicotine juice is illegal for the benefit of the tobacco industry. The one time I visited Yokosuka a guy told me he just orders it because it goes through US mail.

There is no issue purchasing ejuice with nic from overseas and having it sent to you for your own personal consumption and you don't buy in large amounts (more than 4-5 small bottles or so). Vapers have to follow same rules as smokers - so in designated areas only.

yeah I knew someone who bought it online from other countries too.

that makes no sense, especially without nicotine. there is no smoke, no passive smokers and no cigarette remains to be trown on the streets.

Smoking in front of convenience stores like Lawson's, 7/11 seem to be acceptable in the cases I have seen....
Usually, if a smoking pedestal is placed outside, it's accepted. In some of the areas where casual street smoking isn't permitted, those stores won't have the stands outside. It's a civil rule and not a crime, the 2,000 yen ojisan's may track you down and pester you for 2,000 yen as a fine for smoking in those areas.

(Note: I don't mind smoking, but I detest people who walk and smoke down a street, drives me mad...)

I know in Chiyoda-ku in Tokyo it's illegal to vape on the street as well, so fair warning. There's a e-cig store with a smoking room inside in Akihabara.

More of these iQOS smoking spots are popping up all over the place. There's a brand new iQOS area where I work... it's in an open space and it's always packed.

The place in Akihabara, I know there's one place that has regular smoking on the first floor and the 2nd floor is for iQOS and similar devices only.
