Akihabara for sure also mabye Shibuya and Harajuku have them just google it. There is a weekly cosplay day in one of those areas on the weekend. I happened to walk thru on I think a Sunday, but again you'd need to google the details. I can't remember exact details because this was a few years ago and since moving I haven't visited those areas during the weekend daytime.
