Dude, you're having a hard time finding flat girls in Japan? That's like having hard time finding douchebags at the interscholastic debate team championships. At least for now you can blame the pandemic but come fall or winter you'd better be getting your ass out more.

On a serious note, however, as I always warn newcomers to Japan...Japanese females aren't built like white females. Skinny white girls can often still have very nice-shaped breasts and nipples, as long as they don't have those massive dinner plate areolas or inverted nipples (personal preference). When Japanese females are slender, and have slender chests and small breasts, they tend to have very long, dark, protruding nipples. Sorta like mini penises pointing out at you (at least until around 32--or childbirth--and then they sag like geriatric penises). I kinda get the feeling you probably wouldn't care if the girl had two testicles dangling from each teat but just a heads up.

You're in Japan, right? And you're white with a pulse, right? Just go to a fucking bar and try your luck (when things are safer, obviously). The chicks with apparent B-cups...those are actually tiny A-cups with 1.5-inch-thick pads. And the apparent A-cups? Yep, flat like a 9yo boy. As @Sudsy kindly pointed out, most of the shops that "specialize" are also shops that reject foreigners, or at least foreigners with unacceptable language skills, so why not just use this lockdown time to study Japanese at home, possibly venture out and bump uglies with some neighborhood civilians (who are most likely as flat as you want) to gain some practical language skills and then in six month's time when we're all safe and clear and waiting for the Chinese to unleash the next pandemic, you'll be all set to hit the side-streets like the P4P king you were meant to be.

Many girls advertised as "B" may in fact be "A" or flat.

If the girl has had a double mastectomy she will probably still be listed as a "B".

As others have mentioned, if the girl is listed as B Cup, she’ll be pretty much flat-chested.

If you go to any service & try out around 3 young ladies you’d probably find the small cup size you want. This is just my opinion.

3) Nipple concealer in chilly weather

4) Women with sensitive nipples tend to like something to prevent shirts from rubbing.

Have you tried "Episode"? Is a delivery health (Deriheru) in Shinagawa. They are Foreigners friendly. They have a couple of A cup girls and several B cup girls.

Sometimes there aren't different I mean girls with A cup size compared with B cup size.
