Kinda stealth posting, wife is on the couch.

I'm out of the game myself, but I just saw on the news (1842 or thereabouts) a woman talking to Japanese men and propositioning them. Not sure who was initiating the conversation, or exactly what the conversation was, but as they walked away to go do the deed, police showed up and put the guys in cuffs, looked like it was going on in Shibuya. They were censoring the guy's faces.

Sorry for the lack of details, but I couldn't act TOO interested in what was going on, might lead to some questions being asked, ha ha. I just kinda casually asked what they were being arrested for, and the wife said they were talking about a shop to go have sex at.

I was in Shibuya (not for play) maybe around 1930 and nothing seems to awry. I walked through LH alley then to Hub/Royal Host before ending up in Bagus.
 
I went to an apartment with one of the female touts in Shibuya once. I left when the obviously Chinese women claimed to be Japanese.
 
Per a discussion previously had on TAG, the cops do bust customers of prostitution. Usually they aren't there for the customers, but the prostitutes and the pimps. However, if customers are there, they can be taken in too.

Another one is underage prostitution. Where an adult woman claims to be underage (probably confusing some guys), and they bust the guys for it. Similar to pedophile stings in the U.S. and other countries. Wonder if that was the case here?

Question: what is underage in Japan? Is it under 20? 18?

I tend to avoid the younger end myself, but curious about this.
 
According to the most reliable TAG expert- on-nearly-every-topic (imo), @Sudsy , the age national law specifies an age of consent of 13 with partners inder 17, but local laws set it at 18 all over Japan (i.e., in every local jurisdiction), so it is 18 in effect. Just what @MissInsomnia said in other words.

Legal age of consent in Japan is 13. Each city or whatever has their own rules though. Like in Tokyo I believe it is 16.

This question has come up before.

The national AOC is 13 if the partners are in a serious relationship intended to lead towards marriage, but this is superseded in all prefectures by prefectural ordinances establishing an AOC of 18. Nagano and Tokyo were holdouts for ages, but joined the rest in the mid-noughts. Most prefectural AOC laws carry penalties ranging from hefty fines to short (less than a year) prison stays.

The exception to the AOC of 18 in all prefectures is if the woman in question is married, in which case she can legally engage in sexual relations with her spouse. The legal age for marriage in Japan is 16 for women and 18 for men, but if under 20 of either gender, there must be parental consent. Note that if a woman is married and under 18, charges can still be laid under AOC laws against a partner that is not her spouse.

When it comes for P4P, it is a hard 18, with heavy consequences (read: prison terms up to five years) for paying for services from an underaged provider.

I agree with Sudsy. It's 18.

20, is similar to 21 in America, where there are some additional privileges allowed (like alcohol, smoking, signing various agreements, etc...).

That's what I was wondering myself, was there something obviously illegal in the proposition maybe? Anybody google the segment on the news?

I haven't been able to find the story or video that you watched. At least not yet anyway...

The law is kind of grey, but if the story is as you wrote, then there had to be some sort of agreement to sex for an agreed amount of money.

I'm not sure about that one - I think that may have more to do with school rules than law, given that high school is optional, but I'm not a lawyer. :)

Yea, of course a girl could simply avoid that problem by dropping out of highschool.
But i see police and love hotels quite taking a stand against guys visiting hotels with schoolgirls in Tokyo.

I think what you are referring to is if her teacher (high school or college) has sex with her. My understanding is it's a violation of school rules and grounds to be fired or be sued by the parents, not breaking the law (as in statutory rape).

If you are not her teacher or direct employer (sex in exchange for employment), then such sexual relationships are perfectly legal, to my knowledge.

However, I will add that dating Japanese women between 18 and 19, can have other complications. They are technically not allowed to drink (or smoke), so can't enter bars or clubs that serve alcohol. Serving, giving, or buying alcohol for Japanese females of 18 or 19 can get you in trouble.

In addition to that, Japanese females of 18 and 19, can behave very strangely or immaturely. Yes, more than how many foreigners think of Japanese women in general. This is because many colleges take special care of 1st year college students, and/or over protective and anti-sex information that's given to them. So various Japanese females at that age may not know how to process adult situations or conversations. Many don't come out of their more childish shell until turning 20, and coming of age. Where they then are expected to act like an adult, and make more of an effort to do so. Consequently and arguably, the Japanese turning 20, can be more like the Western 18 (in terms of behavior and maturity).

DH doesn't hire schoolgirls probably due to bad press potential than any specific law
 
I have never seen a girl listed as lower than 20 in yoshiwara
I have met a couple girls who claim to be 19 and have worked in yoshiwara

Call me old-fashioned, but young women under 20 should be fumbling in the dark with boys their own age.

I'm a 23+-and-me kind of guy.
 
I got given a "look" by an obviously underage girl in a highschool uniform in Akiba once late at night, I wanted to run home and shower.
