Both at dotonbori and if you cross the river towards Shinsaibashi has a lot of Chinese massage girls waiting on the street.
The western part of dotonbori has some massage shops that do everything short of FS and even the later if you are lucky.
If you are at the central part of dotonbori (east of the big road under which mido-suji line runs, head to towards south (opposite direction of river) the streets on parallel to dotonbori have some shops too. Most of the time an older japanese tout will approach you. Not kabukicho style, they politely ask once and if you decline they leave you alone.
South of the west side of dotonbori have been some soaplands I think which were not foreign friendly.
If you walk from dotonbori to the east towards nipponbashi and further towards tanimachikyuchome (10min walk), the small streets on the sides especially near river had lote of massage shops too.
West side of dotonbori and the area around tanimachikyushome has a number of love hotels.
If you only look for hj/bj, the area has lots of options which should require little to no japanese.
I haven't been in Osaka for some month though.
