If you don't have the proper paperwork, licenses, and mosaic covering the private parts, than you can get arrested in Japan. If your Japanese girlfriend rats you out, while you are in Japan, then you can get arrested.
Many porn companies in Japan are Yakuza controlled and they search out and destroy independents. If the Yakuza happen to catch you, they will screw you over. Either by calling the police on you or by blackmailing you and taking your Japanese girlfriend. And often people can tell if you are in Japan, by how the background, furniture, and location looks.
Be very careful not to disclose your location, use servers OUTSIDE of Japan, and use SSL and/or VPNs to upload to your servers.
I know, because I had a couple of foreign friends that did porn in Japan. They tried to go independent, and it didn't work out so well. It can be done, but you better be extremely careful.

As a foreigner? The short answer is no.
The long answer is if you speak fluent Japanese and have the right visa, you might be able to get a really low paying job applying mosaic to videos, or if you have actual skill in video editing, you might be able to get a job in a production company.
Aside from the previous link I posted, there's next to no chance that an AV company would hire a foreigner to fuck JAV girls on camera. There are a number of AV girls (usually retired) that work in the P4P market, either in deriheru or sometimes places like Universe Club, but again, that usually requires pretty good Japanese.

This is not entirely true. I've known several foreigners that worked in Japanese porn, as male actors. And the evidence is as clear as day, as the Japanese porn movies they are in.
Some porn companies will hire foreigners, it's a depends situation.
The issue is mostly the VISA and money. You need to be a permanent resident or be under a marriage VISA. Then you can work in porn. Both of these causes complication for the foreign guy. If you are married, getting into porn is clearly a problem. And it takes many years and is very difficult to become a permanent resident of Japan. To get to that point, most foreigners have normal jobs, so don't need to do porn. Porn for men, doesn't pay well, unless you are doing a lot of movies. And even then, your popularity can fade quickly (within 1 or 2 years), so you have to move on to something else.
You can't do porn if you have a regular work visa or tourist visa. You and the company that hired you can get in a lot if trouble. This includes the SOFA type visa that American military and employees are under as well, and there has been cases of those guys getting in trouble for doing porn too.
