All of the ones that are taking government subsidies will need to let anybody in. So all the local communal ones which charge 460 yens are good.

there is a sento in Asakusa ... http://www.jakotsuyu.co.jp ... I went there w/ a tatted lady friend ... (separate bathing areas) ... I saw local guys w/ sleeves or full body tats. this sento was recommended by the local Information kiosk (that wooden-like building across Kaminarimon)
