1. You call them, there is no office to visit.
2. Yes, the operator speaks decent English.
3. They mainly deliver to the Uguisudani area, which is 23 minutes away from Shinjuku Station on the Yamanote Line. They may deliver to other areas for an extra fee, just call and ask.
