Not all providers will do a 3P either and some won't do it with a couple specifically, it's a bit harder. (2 providers + 1 client is more common)

I'm not sure what to tell you, but I really don't think you'll get what you are looking for @ a 20k price point. (cuter, 3p, skilled, etc.)
You can potentially get a SEA girl for the rate you're targeting, but 3P isn't always on the menu for them either.

Fly to Thailand and have your gf pick up another girl at a bar she has chemistry with. The rates you quote are absolutely low end in Japan and that is for 1+1 encounters, not 3P. As @Simonka pointed out, if you are booking a professional, your looks etc. matter little.
Also even if you are young, fit and good looking ... Any girl open to this kind of setting has probably a lot of options to choose from.

Both alternatives are quite unrealistic. If you go to an HB the probabilities are quite the same, like playing the lottery. You are going to spend your limited budget on the membership and entrance fee waiting for the girl of a couple who would like to play with you. In the HB, couples do not necessarily swap, go with low expectations and you will enjoy more. Another option, try to post an ad in Metropolis Japan classifieds and maybe you will find one. Good luck!
