You won't get into 9259 or SB if you can't speak Japanese unless you go with a Japanese speaking companion, male or female, and according to the latest info on TAG, you can't get into 9259 without a Japanese Insurance card even if you do speak Japanese or come with someone who does. Bliss Out appears to be your best and probably only bet for an HB.

Actually based on the experiences of a family member who lives in Atlanta and multiple friends who live in London, the whole thing may well turn out to be a non-event with no noticeable impact for the large majority of people in and areas of Tokyo (those not close to any of the Olympic venues). From what I've heard, both cities were bracing and preparing for huge impacts, negative and positive, but it all more or less fizzled. Most places and transportation was actually less busy and crowded than usual because locals stayed away in fear of the Olympic throngs which never actually materialized except in very limited and localized ways.
