It's not off-topic, we probably just don't have many people in those areas that give us updated reports.
Kyoto - has pink salons/DH clubs, but I have yet to successfully get into one. (about a year ago) There's one section of Kyoto, on the other side of the river from Gion. If you are crossing the water from Gion to the other side, hang a left on the first street and follow that until you see the love hotels and DH/pink salon kind of places. (will look for a link... with more info.) -- No idea about Escorts in Kyoto, except Amanda... but she's on the large side IMHO.
Fukuoka - Never even been there. I know that it exists though!

In Fukuoka, go to Nakasu, a small island between two rivers, north-west of Hakata stn.. Nakasu is probably the densest entertainment district (and RLD) in Japan. I can't recommend a specific shop because my experience there is out of date, but when I walked thru Nakasu in April last year, quite a few touts tried to wave me in. So at least some shops must be gaijin-friendly.

On this topic, what is the success rate of getting into places (with only basic Japanese) outside of Tokyo? I mean even outside Kyoto, Osaka, etc. I'm guessing its slim to none, right?

Your chances of getting into a soapland in Nakasu are pretty high, your chances of getting into a fashion health in Fukuoka are slim to nothing. Might be different, if you look Asian thought. DH is hard without japanese, but jff and there massage sister shop have outlets there too, which you can use.
Japan outside of Tokyo is huge and there is no general answer.

That's about what I figured. And nope, I'm super white (too white to tan, even ). Youngish and athletic at least though. I'll be running through a bunch of cities, including a number in Tohoku. I'm hoping I'll get lucky somewhere along those travels, but I'm definitely not counting on it.

Really interested in Fukuoka, want to try soap there. Currently planning a soap tour 2016, with Okinawa, Fukuoka and Tokyo.
