Very sorry to say, but...

- The community is fairly closed, for a number of reasons... chasers and fetishists, for example.
- The TS ladies you see on Tinder or other dating apps are mostly those visiting and 'working' while touring, as you have noted.

At least in Tokyo, Shinjuku 2-Chome is the only real hotspot where you'll be likely to cross paths with one.

I don't have any more information, it's just not a very open scene in Japan. (Except for the escorting part of it...)

You are on a difficult quest.

IMO, the reasons why you will find very few TS who are not escorting are:
1- the transformation to become a TS is expensive (hormones, trips to Thailand, surgeries). TS would mostly get that money doing P4P.
2- TS are not well accepted in Japan. It’s difficult for them to get a regular job if they don’t hide their transexuality. Therefore many TS go to P4P for a living, and the above transformation.

If you are willing to date TS outside of Japan, then it will much easier in countries where transexuality is better accepted. You can quickly find non-escort TS on mainstream dating app like PinaLove (Philippines) or ThaiFriendly (Thailand).
Now the issue is with what visa you bring your girlfriend to Japan.

Back to Japanese TS, your best shot is to ask a TS during a P4P session the question you are asking here. She could give you better hints or even consider dating you. TS escorts also need boyfriends.

I have been looking for a while so I already realised that indeed it is a complicated matter. Unfortunately I am just a foreigner student in Japan so I don’t have a lot of money to travel and I can’t sponsor or support somebody. But I really want a ts gf so I persist.

I have never been with an escort, even though I understand the need to do it. Indeed transformation must be very expensive and I am aware of the difficulty to find a job in Japan especially if you are outside of society criteria. ☹️

This is a tough one and it's basically going to come down to money. Most true TS girls are in some phase of the process, which requires a LOT of money, which is why most of them will take advantage of the P4P opportunities. I would imagine that even if you could find a young TS girl, even if she was willing to be in a relationship with you, unless you could fund her transitioning she'd probably still have to work on the side and there's really only one option for work if you're TS. Not sure if you're the type who would be OK with that.

As others alluded to, you're better off trying this in another country.
