Probably a crawler - to crawl content and figure out what to block for their customers.
Most places use a proxy to block people from adult and time wasting sites while on the company network.

Truth is bosses dont actually care about employees "wasting time" on the web. Those filters are there to prevent the company from getting sued by female employees for "hostile work environment" because men look at pictures of naked women at work. With a filter in place the company has taken "reasonable measures" and lawsuits in the US dont make it to court.

Can't really call that insider knowledge, that's common knowledge if you're worked in any office that has a compliance department with a pulse.

There's actually a multitude of reasons - depends on your slice of the viewpoint.
