Check out the area around Kichijoji Eki; go a few blocks northeast from the station. There's a slightly seedy but basically ok mizu shobai area (red-light district).
My info is fairly dated, but as far as I know, that's the only place to find nightlife of almost any sort in Mitaka.
I would love to know if you recommend anything around here. ?
