On a whim, I decided to find out how foreigner-friendly pink salons are in the Otsuka area. I wore smart-casual clothing, and started at 11:00 AM on a weekday to maximize my chances.
As the map shows, Otsuka is a Mecca for low rent pink salons (28 of them in a small area). Do any TAG members know of any other entertainment districts with a higher concentration of pink salons or higher grade salons?
I couldn't find a good way to tell what the quality of each store would be - They all look to be much of a muchness. Prices range from 2,000 to 3,000 yen for 20 to 30 minutes. Some stores have a "hanabira kaiten" system to give customers more than one girl in that short time. Some specialize in amateurs or housewives. If a girl is young and attractive, I imagine that she can make more money elsewhere:

Successes = If you turn left out of the station and walk the southern perimeter of the pink salon quarter, all the stores seem to have barkers who actively beckon foreigners in (or at least made eye contact)
4: Escort V (I think)
5: Can Can
7: Kirakira
11: Ai Max (I think)
17: Pretty Girl
23: Cosplay DX
27: Pururun Komachi
I was also pleasantly surprised to find that I was quite welcome at Otsuka Kadoebi Soapland. There were no girls immediately available, but the manager was happy for me to browse and make a reservation for later. I made my excuses because the girls looked a bit on the heavy side and I was on a different mission that day (http://otsuka.kadoebi.co.jp/?entry=1&uid=882553378591d793cc8a756.54394649)
Failures = Most other shops that I tried turned me away with varying degrees of politeness:
1: Paradise
6: Hiru Kao (Directed me to their sister store around the corner - Oshiete Sensei?)
17. Ai ni koi (I didn't bother trying because there was a prominent "no foreigner" sign on the stairs)
26: HOLLY (Chat about the gaijin ban (previous bad experiences of girls and the owner))
And several others ... I gave up when the rejections started to wear me down.
In the end I visited Pretty Girl (Separate report to follow). The barker there checked my Japanese level and directed me upstairs ... where I saw a "no foreigners" sign. That, in itself, was a valuable lesson. Until you try a place, you just won't know what the true story is.
