Suggestion "Read me first" on start page

Dear TAG manager,
seeing the endless line of non-Japanese speaking first time visitors who ask questions that have been hundred-fold answered before or that can be easily found in the pinned threads, would it make sense to create a "Read me first" block notice at the head of the start page?
Just telling them to use the search bar, read pinned threads, and respect the offerings according to each type of service.
I'm sure two thirds of the new crowd will post questions anyway but if it brings the volume down by one third it would still be a win.

You're missing the fact that people just don't read. No matter what we put up, people still won't search or do a bit of reading before just slapping out that recommendation request.
Nonetheless, thanks for the suggestion and we'll consider more constructive way to get people to do a little reading before asking those repeated questions.
