One way is to walk around the Yoshiwara district in Tokyo, a famous red-light district filled with soaplands. Many soaplands have a doorman, who might talk to you if they accept non-Japanese people.

You're right. 25,000 yen is an entrance fee.

In this case, you have to pay 30,000 to 50,000 yen in addition when you meet a girl in person.
