Does anyone happen to know how long prior to expiration a zairyu card can be renewed or if it can be renewed outside of Japan?

It can be renewed starting three months from the expiration. It is suggested that you do it at least two months before as worst case scenario is it can take that long to process, although unlikely. You cannot do it outside of Japan or after it is expired.

Yes, I have a PR and will need to renew. PR isn't citizenship. You're renewing the card not the visa.

I don't know if PR holders are different from others, but for me it will be 7 years. In my case I'll need a photo, passport and application.
