Yes, central Kabuki cho can be intimidating (and not the best quality for hotels either) but the more quiet part of kabukicho where for example hotel pasha (not pasha resort) and Bali an Honten are located does not have touts standing around (except maybe on the Kuyakusho Dori side of pasha) and has the most luxury and spacious rooms for a remarkable first time.
