I had some very good experiences with TokyoBackpage, unfortunately most of them were not permanent Tokyo residents. But yeah, results may vary. But atleast you don't pay upfront, so you can still back out, if the lady popping up is nothing like the add.

If I use backpage, I try to find truly independ escorts there. I completely agree that most of the agencies advertising there look fishy. There are also the south asian escorts usually residing in an Akasaka hotel, who dont catch too positive reviews etc. (if you share a room with 2 people that usually leads to some problems with the clock ...). I try to not pick the "regulars" ;)
Tokyo Backpage is one of the easier ways to get FS, atleast if you want it guaranteed.
