Arriving at the store I did the usual "Foreigners OK?" just in case and I'm glad I did because I was met with an apologetic "no" from the Tencho. A brief chat revealed that, while they were okay with foreigners for a little while they've just had too many incidents over the past couple months that they've unfortunately had to start turning people down. There was the usual customers being too aggressive line (which he said was probably more cultural differences than anything), but he said the biggest issue was he had too many guys faking their Japanese to get in and then once they got upstairs they'd clam up, which lead to a couple scary miscommunications.

Not quite the same as an isolated individual rejection or two from a shop that HAS been accepting other foreigners.
