You can order DH from normal hotel, but it depends on which one because some hotel has strict policy on whether they allow you to take visitor to the room, others they don't care. Most DH I ordered from don't have driver/guy come in with the girl (except one), usually the girl comes alone.

BTW wouldn't it be most fishy for you to pay some guy on the street with a girl??? And remember most city has surveillance cameras on the street

I speak fluent Japanese so I can politely tell to the hotel staff to fuck off if they have something to ask ( unless is forbidden to have guests in that particular place obviously).

Typically the girl just go direct to your room and has zero interaction with reception, If your elevator need a key card then the shop might ask you to go down the lobby to pick her up. The DH shop typically has some idea whether the hotel you called from can be delivered and should let you know whether LH is needed.

Probably easiest to arrange with an independent or Asian Mystique if there is anyone to your liking and you can match schedules.
I haven’t heard of traditional delivery healths where the girl will meet you outside of your hotel and walk in with you together, and I have heard of more than one where a guy comes to your room at first but I’d agree that it’s not the norm.

If there is a keycard needed for the elevator (which is the norm nowadays) I don’t know what the custom is for delivery health.
