Error message: You may not start a conversation with [user]

I have been unable to send a DM to another user - I receive the above error message whenever I hit Send. This has happened with 2 separate (attempted) recipients.

How I try to send DMs: go to Inbox, click Start a new conversation, type in the recipient's username and select it from the dropdown.

Can anyone tell me what I'm doing wrong, or if there's any other requirements before I can send DMs?

If they have messages turned off, you cant message them.

if you are replying to a seeking listing, report it so we can delete it
