Itaewon is a district in Seoul where many foreign punters end up. The P4P draw is "H**ker Hill."
The entire neighborhood developed partly because of the area's proximity to an American base called Yongsan Garrison. However, the US Army has moved its Korea HQ down to Camp Humphreys, which is about 83 km south of Seoul. So, there are fewer GIs hanging out in Itaewon these days.
Nevertheless, one can still find plenty of civilian expats and foreign tourists in Seoul. So, Itaewon is certainly surviving. Lots of Koreans also visit Itaewon these days although they tend to avoid H**ker Hill.

The H Hill was cool. You could go to a bar & notice you were the only customer with a really pretty lady. She would nag you to buy drinks with her or to do something “extra!!”. They would lock the doors & you do your deed in the back, then leave!!

Sorry to say, but that's just a fact.
It doesn't work as tour location because it's not feasible to get a ROI on the costs you expended to make the trip, unless it's a fly-me-to-you arrangement.The expat community and overseas business travelers numbers may be small but demand is there, for those dabbling on Backpage and Craigslust it certainly has been back in those days, and yes, it is more of a long game, but it is possible to build a regular client base if people can only find you.
