Every single one of the apps are a joke unless you happen to hit a diamond among the trash.
If you can use Japanese, you can always hit the happymail trail and see what's lurking.

Bumble is the best app, all kinds of people on there although it skews very international/westernized.

Pairs and With if your Japanese is okay, although these apps skew more serious.

A lot of guys use HelloTalk as their bread and butter also, although I never have personally. I agree that Tinder is a total waste of time.

Pairs and with also require payment iirc. Though some of my more fuccboi Japanese friends tell me Pairs is ok for hookups
