There is no registration. You apply just like any other job to a AV studio and if they are interested, they'll setup a interview/audition... or whatever they do in AV these days.
Search out the production companies (in Japanese) and apply at those you can find.

I'm not kidding when I say we've answered this kind of inquiry a thousand times... Out of the thousand, I only know of one guy who actually got involved with AV.
If you want to get into Japanese AV, learn Japanese, get a proper visa and carry on accordingly.

I am nearly sure there is a form to register your wish to do AV at your local city hall. I think it was green form when I lived in Minato district.

This was years ago, but a European acquaintance was in a few films. I don't think he got paid and he even had to edit one of his scenes for free. There are a few JAV titles will actresses with foreign guys, but there seems to be 3 or so guys they are used for these, or they are filmed in LA.

Some of the JAV companies used to put ads on their websites to recruit for bukkake videos, but they specifically mentioned that only people with Japanese nationality can apply. Also, the pay is just around 2,000 to 3,000 yen per day.

The only foreigner I knew who had steady work in the industry started as a cameraman and was hoping to move up to director. I don't know if that ever happened.
