They don't want you to have fun in Bali so time to move on LOL. It can also be really dangerous, but you have 3 years until the new law take effect? Maybe it will be struck down by the court before then.

the news are overblown. sex outside marriage is klacht delicht , meaning it's only an offense if there's a police report from the legal spouse (like what japan do right now) or from the parents/legal guardians (for minors). the new law really protects minors, can't give money to have sex with children anymore. in my opinion the law improves certain things, for example prostitution is not an offense anymore, but pimping or brothel is.
 
Ironically, while Indonesia looks to be getting more repressive, Dubai is loosening up a bit by officially allowing heterosexual couples to live together without getting married. Also, the rules about alcohol in the emirate have been relaxed.
 
It mostly depends on how uncorrupted their policemen could be. Some countries have very serious written laws about sex but rarely executed.

In countries that p4p services are illegal, customers usually consider providers as rented asset and tend to be rough and rude. That's what I saw from mandarin adult forums.
