It's possible. Minor AV stars can be found at places like this (they are working girls that you can book) and other agencies. If you mean "meet" as in actually just meet (like you would a celebrity) you could go to an adult convention that has some pornstars featured. They usually have things where you can see them, maybe ask a question from the audience or get an autograph or something. What exactly did you want?

At least M's in Akihabara is advertising events where you can meet some of the girls appearing in the DVDs they have in sale. I'm guessing you can get their signatures and take pics together.

There are also studios where you can book private one on one photo shoots with current and past AV stars using your own camera.
