Because on average men are stupid , just let themselves be ruled by their cock and fantasies, and don't dare to complain immediately and directly when the service is blatantly not worth what they pay, and eventually come back for more. These cafes seem to attract a certain kind of 'escort' and punter. Usually girls doing pay for play in Japan have some kind of security back up. The girls picking up guys from these cafes are on their own if the client becomes abusive.

It seems likely then that these cafes attract their fair share of nasty abusive guys as they can get away with bad behavor without too much worry. With this in mind, it is not surprising that the girls might be jaded and probably hate men in general and so offer poor service. Just my opinion.
