Hi there I am in Osaka this month in the umeda region. I know in Japan, prostitution is illegal. Do escort girls offer FS as they otherwise indicate? What are your experiences? From what I'm reading, soaplands and tobita restaurants have full service. Are there any places offering FS near umeda station?

Some girls in Umeda hotel health and Namba fashion health places will offer FS, but it is very far from guaranteed, and not something you can inquire about beforehand. In fact, as a foreigner, inquiring about it beforehand is a good way of being shown the door. AF as an option is a generally reliable indicator, but it is rarely on offer, especially to foreigners, and more especially to foreigners who don't speak Japanese.
You can get to Tobita in 20 minutes from Umeda. If FS is your be all and end all Tobita is not only the best place for you in Osaka, it's the best place for you in Japan.

There is a hotel health with older women in Umeda that should generally offer a lot of services (older women aim to please more). Not sure if the Umeda one became foreigner unfriendly or if it was the other one. It should show up if you put Umeda in the search function here though.

If you're fine with older women, as Alice mentioned, then Tsumaten isn't a bad bet. FS-wise, I struck out once (still had a memorable time) and hit a homer the next time; call it a 50-50 chance, though various reviews make it seem surer than that.

And mirroring the reply about Tobita Shinchi above, I'll assert that most of the Shinchi around Osaka (there's at least one out towards Hyogo that is not non-Japanese-friendly in the least, as I recall) are worth a peep. You might try the ones outside Tobita for something different. I went to Takii and found it pretty welcoming. The one girl I saw was pretty keen to kiss and go BBBJ. I have doubts that it was a chemistry thing. The only real downside there is that it's only a handful of shops, so you're SOL if you don't like anyone on offer or get turned away, I guess.
