If you're planning to do things like this, be exceptionally careful. Law enforcement here is no joke, and right now there is a particularly low level of tolerance for any kind of hijinks by tourists.

You can probably get away with this, but be aware of people in your vicinity, and be ready to cover up fast.

2. Photobooths

Don't even try this (or any other public place of business). Many of them are monitored, and if the staff catch you, you can be charged with obstruction of business.

Exception: Karaoke booths are generally somewhat safe, they're pretty used to couples making out and getting naughty.

Love hotels don't have spaces that are visible to the public. You can get higher end hotels with large windows to satisfy that one.

Again, if the staff catch you, you can be charged with obstruction of business. The local twitter denizens usually have negotiated and paid the venue for permission, and anyone you see in frame is one of their friends/staffers.

The old favourite for tourists has (temporarily?) shut down, and right now most of the happening bars require at least one of the partners in a couple to be fluent in Japanese and/or have a Japanese health insurance card. There's a lot of discussion in this excellent thread here from @Gina.

Outside of the obstruction of business issues mentioned above, the legalities depend on what level of exposure you're going for and how many people potentially see it - the lowest level would be the misdemeanor act, which would be a simple fine after a short detention. If they decide you were creating a disturbance, then you're looking at public nuisance charges, which would be up to 6 months of jail time or a fine of up to 500,00 yen. If the cops decide that genitals were being publicly exposed, there's the possibility to be charged for public indecency which is punishable by up to three years in prison.

You may have noticed, but any voyeurism porn that's filmed in Japan is exceptional careful to keep any information about the actual location during the scene obscured. There was a case a while ago where a voyeurism shoot was performed in one of the cars at the ferris wheel at Minatomirai in Yokohama, and everyone involved was arrested and charged with obstruction of business and public indecency - everyone's been exceptional careful ever since.

For the outdoor clothes and such, recently I was with a woman who would wear no bra or underwear and expose herself or was flashing while doing some quick activity (finger, BJ). Mostly around some quiet places in Shinjuku (I know some public but semi private spots) and Yoyogi park, just be aware of who is around and be quick with movements but not too obvious when you cover up.

I would think photobooths are monitored like most others said, but they do have the outdoor ones that you can get away with flashing or having a quickie inside (you can slightly see inside but there are a few that are quite remote but still public). I have also had sex inside a karaoke booth a couple of times and both times the women didnt seem to be nervous about a camera inside, but sometimes it is obvious there is one. Best to go during free time (daytime) and check different spots to whether they have obvious cameras or not.

Love hotels do have windows that are easy to open, which you can post a woman up into the window and he will be easily seen from outside, or heard for that matter. I would not do Photo Booth or m pop life, this is definitely public indecent exposure and if you get caught you can be arrested.

As for love hotels, Bali An Glamping had some balcony on some of the more affordable rooms as well, I would check with the staff if the room has it or not though, they have some English speaking staff.

I would recommend happening bar and the Alpha inn love hotel (you are allowed to walk the hall ways in sexy clothes or open bathrobes, and to enter other rooms if the doors are open).

Well, quite a few office buildings surprisingly have little to no CCTV. I recently had fun with my FWB in a building with restaurants at every floor but the 1st (probably went bankrupt).
We also did the last floor of an office building at night and a service staircase off a busy street.

I guess the trick is to use common sense: watch for cameras, act naturally and make sure you cannot be seen (easily) from the streets. There's a thin line between having fun and doing something that could get us in trouble. We try not to cross it.
Don't stay on the spot forever either... We usually opt for quickies when we're really horny and don't repeat the thing twice at the same spot.

We've been going to a beach lately in Yokosuka. It's kind of a large area but this one particular part of the beach is mostly secluded and people skip right by it, especially in the evening or at night. Not a lot of foot traffic, only one small road. There's a small outdoor BBQ area which looks like it's hardly ever used, several benches, picnic areas, a bathroom and a few hiking trails. I would post pics of the area but my girl and I are...doin' it in them...I'm sure that would probably be a no-no on this site but if you are really into exhibitionism, this is the perfect spot for it. We've been there multiple times with other couples and we've pretty much turned it into a nudist beach spot, most recently Tuesday night and aside from the occasional car or two that comes by or jogger every now and then, there was absolutely no one there but us 3 couples and it was great. We just go, strip naked and everyone gets down to business. It's called Kannonzaki Park. We might go again next weekend.
