It's universally known and understood that sex happens at soaplands, because that's not what they are selling.
It's a loophole in the rules that they use to get by. You may get rejected by the provider you meet, it's possible... but if you read the reviews and pick something with a good track record, you'll do well.
Honestly, read the reviews and find something that matches your taste. If full-service or sexual penetration of a vagina is the ultimate goal... go with an actual escort service, independent escort or a soapland.

If you read and speak Japanese, why don't you just give it a try? The worst to happen is that you don't get in and that will mainly be decided by your ethnicity and to a smaller degree your language skills. If you can pass as Japanese, that opens up a whole world, if not, you have to hope for both the shop and the tencho to be gaijin friendly (in this case Japanese fluency can help a lot). The majority of shops however will turn you down based on being gaijin. If there isn't a review here on this shop already, odds are that it isn't super gaijin friendly.

Yes, foreigner-friendly soaps are mostly in Yoshiwara, but there are a few outside Tokyo. The closest RLD where you can find soaps around Kyoto is either Ogoto in Shiga or Fukuhara in Kobe.

Should you use this service, make sure to report on it. Sounds a bit fishy. That they compare Nagoya fashion health with Tobita shinchi doesn't help either

Fukuoka has been very foreigner friendly on soaps 2 or 3 years ago already, when I was there. It's totally not foreigner friendly for fashion health though. I also had no troubles in beppu and Kagoshima. Although the latter ones were accidents (what can you do, if you stumble by some interesting looking establishment? )
