What are the best options for a fluent-English provider in Osaka?

After a bit of searching, it seems many of the Japanese providers in Osaka don’t have staff/girls that are very fluent in English.

I think you can not hope for fluent English support for that price, that always costs a premium..

If you think you can get by with broken Japanese and translators, club Amour may be good? Not exactly what you may be looking for but maybe the closest.

Options are limited in Osaka. Even in Tokyo i couldn't point you at the exact thing you're asking for.

English speakers are more premium because being able to communicate in foreign language is sort of their special skill.
I know she is over your budget but @kansai-sayuri is fluent in English. If FS is not what you are looking for, Japanese escort girls club may be a good option. They have Osaka branch.
