The shops in gotanda are walk in. You are supposed to walk through the area and then a Chinese woman will approach you and bring you to a place.
You are right, this also happens in Ikebukuro and there are a lot of Chinese but Gotanda is safer.

Kabuki cho has some expensive ones. Also some cheap ones like kadoebi and talent, but i dont know if they accept foreigners.
Yoshiwara should be more selection.
Keep in mind that your budget will only get you the shortest courses at the cheapest places though.

Yes, there are many Chinese shops in different areas. I am more familiar with Gotanda's ones.
Googling Chinese shops won't help as most of them have no web sites. The shops in Gotanda are all in the same place with other Japanese and Korean shops. There were a couple of reviews here on Oasis and some old ones on Kampo. There is also a shop called Rakuten (they are opened from the midday but are staffed with not so young and tired girls) and one that probably has no name (it is usually opened from 23:00). They all have the same prices like 10.000 yen for 40 minutes and 15.000 yen for an hour etc. Service is the same and quality mostly depends on the girl routher than on the shop.
You don't need Chinese. As soon as you arrive in the area in the evening you will be attacked by touts. They all speak Japanese and some basic English to led you to the shop.
