Not really. The guy who works at the small firm will try the same with every secretary who ever works for him. Or he may move to another job at a different firm and try the same BS. Well in the case I thought up - he would own the company, and there would be mutual consent.
Should've mentioned that most appropriate would be the secretary approaching the boss with this deal, not the other way around.

As long as there was no coercion I would agree with you. This is what has everybody so pissed off right now. People can do what they want as long as they are not hurting anyone else. This is the cornerstone concept of a liberal society. Hiring someone for a non-sexual job and then making sex a condition for advancement is hurtful.

I dont really have a problem with this guy giving people who sleep with him extra benefit (i know, kind of like nepotism, but thats not always evil imo), but more with him trying to actively ruin their carreers for refusing and crossing him, and aggressively forcing himself on women.

No it is not cool at all. Most people want the world to be free of this. Your POV is skewed because it is your way of life. No judgement at all. If the boss wants a secretary that provides sex he needs to advertise the position clearly up front before anyone gets near him. Job title: secretary + sex.
