If you look in the section "classified ads" here, there are a lot of independend upscale escorts advertising.
For agencies, [Redacted #67] has some reviews here, they are mixed, but appearantly some of the girls are model quality.

To the OP, maybe you should start with pointing out what service you expect.

I remember in a Macau sauna there was a "menu" based on nationalities (all were supposed to provide more or less the same service anyway) and the Japanese ladies were priced so outrageously high that it was even funny. And no it's not a race thing, since that is obviously what raised your ire. They have zero incentive when in Japan to provide decent service since most of them are operating illegally anyway, with how the various fuuzoku laws work they cannot get a license. In reality, being too good might draw attention. And while the government unofficially turns a blind eye to local places skirting the laws, they have plenty of incentive from their nationalistic backers to crack down on Chinese/Other nationality providers.
