And no it's not a race thing, since that is obviously what raised your ire. They have zero incentive when in Japan to provide decent service since most of them are operating illegally anyway, with how the various fuuzoku laws work they cannot get a license. In reality, being too good might draw attention. And while the government unofficially turns a blind eye to local places skirting the laws, they have plenty of incentive from their nationalistic backers to crack down on Chinese/Other nationality providers.
