I've been with 20 or more non professional Japanese girls. There have only been 2 who have insisted on a condom. Most have actually put it in themselves. My experience and observations is it's a question of whether or not a Japanese woman trusts you. More so than with Western women and more so than a matter of principle.
Protection is often a matter of fear that a particular guy will give them a disease. If you earn their trust and have been in the relationship for some weeks or months, then condoms don't necessarily have to be used. It depends on the woman.
In general and culturally, Japanese don't like condoms so much. This is also true of many Western countries, however the reality is often hidden due to political correctness.
In a P4P context, you don't know the person nor can you trust them, so condoms are a must. In a normal or non-P4P situations, trust is a huge factor, and many people don't like using them in long term relationships.
An odd thing about normal non-P4P relationships, if a Japanese woman is very strict and adamant about condoms, it can also be because she is seeing a lot of OTHER guys, doing prostitution, or cheating. The Japanese girls I dated long-term didn't insist on me wearing condoms, so some of the time we lived dangerously. I think going without is pretty common in Japan.
My guess in a P4P situation is either the girl didn't care whether you went nama or not, and/or she was confused in general by your hesitance (not knowing why you were stopping), and/or she feels that going nama is a better way of attracting repeat customers. Not to cast doubt on your technique, but I seriously doubt that she was so overwhelmed with passion that she was disappointed that you used a condom.

Some other widely unknown things that Japanese women do and goes on in Japan.
1) Mail order birth control pills from Taiwan, Thailand, or Singapore.
There are a lot of old dinosaur Japanese doctors that give Japanese women a hard time if they ask for birth control pills. Consequently, a lot of Japanese women get them by mail.
2) Oral (cum in the mouth) and anal sex is a lot more popular among Japanese women than many foreign guys know.
If she not on the pill AND likes the guy, she will let OR want him to "finish" in other ways.
A much higher percentage of Japanese women can do anal sex than Western women. I didn't know this when I first came to Japan. However when I decided to purposely "convert" Japanese girlfriends to anal, almost 50% would. Some were easier than others, but if the guy insisted, many would.
And the women who I met that were best at anal sex, happen to be Japanese/Asian for some reason. Not exactly sure why this is so yet. But they seem to adapt to it and get off on it at a higher frequency.
As for oral sex. There are Japanese women that would give you a BJ, before they would tongue kiss you. BJs are more embedded in Japanese culture, from a young age. Where females would satisfy their boyfriend that way (orally or anally), as opposed to give her vagina OR as an alternate satisfaction to the guy where he wouldn't need condoms.
3) Pull out or rhythm method is more popular than Japanese will admit to.

Rarely, you will find a Japanese woman that knows about and can get an IUD. Though the vast majority will use the other methods above. Amazing how so few people know about them, but guys should, as this might be an option with certain girlfriends.

Sex is based on trust. If a woman doesn't trust you, they often won't have sex with you, irregardless of using a condom.

Many experts believe you can't get pregnant from pre-cum. Pregnancies occurring when the guy shoots outside the vagina are more likely due to sperm residue from an earlier session.
In short if you are doing multiple sessions skinless - have a pee and shower before you start up again.

This is another one of these politically incorrect truths that nobody likes to acknowledge.
1) Wearing a condom, is only 85% or so real world protection from pregnancy.
2) Pre-cum is extremely unlikely to get a woman pregnant.
You will then have people go nuts and tell you of an extreme BS story about pre-cum. While not realizing there are men with LOW sperm counts, shooting their full load into their wife almost everyday, and he can't get her pregnant.
3) Pre-cum is NOT the same as a full ejaculation into the vagina.
Most doctors will tell you the answer is extremely unlikely. An almost no. Yeah, we could get struck by lightening in a rain storm, so should we never go outside?

The avalanche of Japanese women after only foreign men is a myth, stirred up by overly jealous foreign women and Japanese ultra-nationalist for political gain. While in there was some truth to it in the 90s, that's more than 15 years ago and it definitely was not the case after Fukushima (2011).

Did not say there are many Japanese women who are after foreign guys but that there are some who are, especially in roppongi late at night. I can usually spot then a mile away. Talking louder in English and thinking the English teacher they are dating or the old fart they are with makes them better class.

Interesting. I was in Roppongi last night for Thanksgiving dinner and have another date at Roppongi Hills tonight. The Roppongi scene is actually quite fresh in mind.
However, it can be a matter of opinion.
