Unfortunately this isn't feasible mostly due to the delay window between the intercourse and the detection.
If you combine all the STDs, you have to wait at least one full month fefore you can have a result that you can trust.
So there is a chance that you got something right between two tests in the case one of your partners isn't honest with you or has just failed to protect herself most of the time without even knowing it.
I already tried your scenario during my sex-friends period (me + 3 regular friends) and it just didn't work.
The safest way is to make sure the circle is closed.

Sounds possible but I'd like to achieve my goal without taking advantage of someone else's insecurities/weakness.

Well, one option (which is absolutely not my cup of tea as I wrote before) would be to recruit girls who are heavily into submissive behaviours. If I take my escort hat off, and write purely as a woman, my question is thus: what are the women getting out of being in this closed circle relationship? If it were me, would I just go about my normal day, go to my day job, etc, and just accept that 50% of the time, my ‘boyfriend’ will sleep with me, and 50% of the time he will sleep with someone else? There just doesn’t seem to be a lot in this relationship for the female partners unless they are being provided with a place to live, or are allowed to sleep with others (polygamy), which the OP has suggested is not the case.

The only way I see this working is with women who - for whatever reason - have restricted access to sex, and - again for whatever reason - somehow choose you as their only partner.

In Japan there are a lot of housewives in sexless marriages who might be OK with this - but you will somehow have to bring something to the deal to make it worth it to them. There are also a lot of career women who just don't have time to commit to a regular relationship who you may somehow interest them into a part-time (for them) relationsip.

How you explain the other woman is something that depends 100% on the woman you are talking to and even that will change from day to day .
