I'd never blame a woman for showing her legs and it's not frustrating for me but it's eye catching and nice to see.

Setting aside the issue of whether or not its proper to actively try and look up a woman's skirt (because there is an answer to that question: no, it is not something you should do) I think one issue going unaddressed here is that it was a bunch of Japanese guys trying to peek up a foreign woman's skirt. I wonder if they would all have done the same thing had she been Japanese?

No doubt some would, but I doubt it would be as many.

The dude who told her seems kind of suspect to me too, haha... Its after the fact so what are you supposed to do about it? Chase the guys down and berate them? I guess it could be meant in the same way that someone lets you know your fly is down or something but it sounds like that dude might have wanted an opportunity to look good in front of a lady himself.

The man was part of a couple and I think they were discussing what happened when I walked past them a little way down outside of the station. He seemed pretty unsure about telling me but I think he did so to allow me try to avoid something similar in the future. In these situations there is often a "bystander effect" where people observing the situation are unsure what to do, even though they know what they should do in practise (yell "hentai!" and give them a swift kick).

But yes, had I known which guys it was, "chase them down an berate them" would have been my next action for sure.

Some guys are just outright wierd. Even if a girl had the winning lotto numbers printed on her pantsu under her skirt, I would be too embarrassed to try and purposefully peep under it. How this is commonplace in Japan is beyond me.

On the other hand, this one time on the Shinkansen to Hokkaido, there was this cute girl with a very loose blouse and no bra that keep fixing her shoes for whatever reason. Am I a bad person? :/

Japanese law actually addresses this quite nicely.

Off you happen to catch a glimpse of a lady's unmentionables in the course of going about your business, no harm, no foul. Some might even say lucky you.

If you make an effort to peer up/under a lady's skirt, such as craning your neck, kneeling, or otherwise actively positioning yourself to get an eyeful, you're in violation of the anti-nuisance ordinance and subject to arrest.

And that's basically the difference - no healthy hetero or bisexual man is likely to avert his eyes when presented with a visage of inner thigh, but to actively try to get a look uninvited is just being a creep.

Exactly. I've known fully grown men who get flushed in the face at the prospect of seeing a woman's panties. Also note how much Jporn involves the panty still being on one leg so it is clearly visible in the shot/picture. To me this is childish but it seems thats normal here and I'm not gonna be the one to try and change things. As you say, "that's Japan for you".

Nothing wrong with catching a glimpse of thigh on a staircase from time to time. But if you are making it so obvious that a bystander can see what you are doing, you really need to go jerk off (in a private)

My answer to this is more basic. Go to a Japanese strip club. Watch the Japanese men there...the funniest thing I've ever seen in my life. They are looking at it like they have never seen it before.
