Well, to meet a girl who is pretty AND cheap would be like hitting the jackpot and would need persistence.

I don't know girls who are considered pretty in the cafes who go out for less than 20.000, so if you want a good deal, girl next door types are better.

If I am understanding your goal correctly, you want a cute/attractive Japanese woman a couple of decades younger than you and who is willing to do fuzoku work to come to your place (convenient for you!) on a regular twice per week schedule and have FS sex with you without taking more than the minimum possible amount of your time and attention (no high maintenance types!) for an amount of money well less than what she could earn in a shorter time in many types of less demanding fuzoku jobs (requiring no FS and no illegal acts). And I guess she is doing this only and purely for the money since (again if I understand correctly) you don't want to spend time, money and energy taking her out to meals or other activities or even talking to her much. In over five decades of meeting many women, a lot of them in the p4p game in some form or another, I can't say that I've ever met one whom I think would find that an attractive offer.

Btw, note that she would not be earning that "whole" ¥12,000 in the 45 minutes she spends with you. She also has her to/from travel time (are you going to reimburse her travel in this scenario?) and her prep time before and shower plus clean-up time after seeing you. Depending on how far she has to travel, it could easily take her twice the 45 minutes you are considering or more.

To the OP:

You have a creative idea, but I don't think it suits you nor will it work.

The reason is a mix of what other members have responded. Basically, what you want is readily available. Before discussing that, why is your plan not the best approach?

First, you're busy. It'll take you time and effort to prepare the notes and to find/chat with new girls (even if it's 1 minute of talking per girl). Random girls even at bars will mostly not be interested in this sort of arrangement and the ones that are will be at Kirari, UC, SA, or in delivery health. This time and energy can be focused on girls who are looking. Second, my best guess it'll seem creepy to 99% of the girls, even if she both wants a sugar daddy and is otherwise attracted to you. If she meets those two conditions, I'm guessing you'd be better served just asking her out directly.

What are the better alternatives?

1) Reverse nanpa date cafe (like kirari in Shibuya). You can work on your phone while you wait to be chosen. No time wasted. In my experience, the girls here are hotter and more into a repeat relationship, because she must've liked something about you to choose you. I met a very gorgeous, pretty, and stylish girl (or gal? 24, tan, blond, body like Reinie at [Redacted] except with huge natural breasts) who I repeated with maybe 5-7 times at 20,000 yen per meeting. Most of them comment on your base assumptions that led to your plan, up to you whether you want to listen to those criticisms and adjust your approach. Speaking for myself, I'll repeat my "Cheap;Good;Fast" line. If you're prepared to spend the time and energy to communicate and develop relationships, it could be done. To expand on your scenario: college student we just needs a bit more each month. This approach seems likely to raise their expectations well above the 10 ma'en per month level, thus leading to disappointment when they eventually learn the figure you have in mind.

Another issue that will influence their thinking about the fee you offer is what sort of place you live (if they see it, of course). If your home makes you look wealthy and/or if you take them to expensive LHs, they are less likely to be satisfied with what you offer than if your place and/or choice of LHs makes you look poor.
