The bureaucracy sometimes makes me wonder. Not that the people working in city or prefectural offices wouldn't be helpful or anything but just that the whole system is somewhat retarded or at least couple of centuries late from the other world.
Like renewing your driver's license. You need to do it every five years, and if you forget like I of course never do, yeah, it's three years and even more hassle.
But even in the best case considering you are driving in Tokyo you will always get the two hour lecture meaning the visit will take around three hours in total. So everyone needs to take at least a half day of from any productive work.
Not that it would affect me, I never do anything productive, but still. And what do we benefit from that. An eye test that takes ten seconds, and would be done way better at your yearly health check, and a new picture. Priceless.
