Anyway, cracking down on people having sex privately, is partly why the Japanese are slowly dying off. Many young Japanese are afraid of sex.

Regardless of whether or not young Japanese are afraid of sex, the Japanese population is dying off the same way it would in every country if they could control for immigration:

Economic development has an inverse relationship with number of children that a family has. Not just in Japan, almost everywhere. Both the US and Europe would have zero or negative growth if not for significant immigration, and that has nothing to do with 'cracking down on sex' or being afraid of it.

Unless I've missed something, for P4P they arrest the owners and workers but the customers aren't arrested.

If they started doing that then things would be stirred up indeed - but I think that would mess with the status quo too much and it's not going to happen.

I agree that it's bullshit. I also think that P4P between consenting adults should be legal and safe, as should consenting adults having sex in happening bars etc. - and I agree that prudish laws against it are stupid and ridiculous.

But I think it's also important to think about why they are doing it. You are totally right that they turn a blind eye and only enforce things when they have a reason to do so.

So what are their reasons now, and what are their reasons for also arresting customers?
I do realise there are lots of reasons behind the scenes - and newer places that step on people's toes might get targeted which is what seemed to happen to Kun Kun in Ueno, but Dark Night and the one in Gotanda (had been round for a while.
I remember the names from 5 year ago when I had my happening bar experiences. I never went, but from looking at the websites they seemed to be smaller places with regular clientele operating pretty quietly.

The targeting of the customers - especially regular customers - seems to indicate to me that something is going on beyond usual business.

The thing about Japanese police that has to be understood is that they view themselves more as a propaganda symbol of Japanese order than as public servants. They are a paper tiger meant to reassure the masses who already live in relative safety. This means they will do whatever makes them look good and generates impressive department numbers. Hence, the reason why they're super strict about pot (easy to identify, large quantity drug-bust potential) but legally treat it the same as heroin. It's the reason they'll bust a brothel of 40 low-end Filipina sex workers (two-fer! Sex workers AND automatic deportation!) but will never invest the time and effort to bust individual escorts, assuming they're even aware of their existence. "Sex ring busted! 100 illegal residents sent home to their filthy gaijin families" is a headline. "Foreigner deported" isn't.

If busting huge orgies and couple kissa/happa bars results in dozens of arrests, you can bet your ass the police will be all over that whenever they're scrambling to meet some arbitrary goal the same way they enforce the no-dancing law at clubs at seemingly random intervals.

Oh absolutely.

I would add to that - reassuring the Japanese that they are well thought of in the world, which might be coming into play with the coming Tokyo Olympics and trying to a create a sterile Disneyland-style Tokyo.

I can't help thinking that they don't want the foreign media to be able to write about sex or fetish clubs or even P4P - they want to control the view of Japan that is out there.

...Never mind that there is so much borderline pedophile crap that is everywhere and perfectly legal.
 
What I'm surprised about with customers getting arrested is that they will be arresting your everyday Japanese salaryman etc (and in the case of Happening Bars etc your everyday day OL and housewives too).

Huge fallout potential there for everyone. I can't imagine you can hide an arrest from your wife (or husband).

They've always been prepared to bust and deport the dirty foreigners (I have been here long enough to remember a big crackdown on hostess clubs), but they usually protect the fake sanctity of the Japanese family.

This is what I think doesn't make sense if this is a new strategy. However, I can see more morally conservative elements in government taking some action out of desperation... "If the cookie cutter salaryman is out blowing his loads in hookers, he's not blowing it in his wife to make more divine Japanese people and OH NO we might have to loosen immigration policy to unfuck our economy".

I agree with the reasons you presented, and I'm very aware of them already. And I didn't say it was the only or main reason, but do think it's part of the reason.

To have babies, you need to be having sex. Japan has among the lowest sexual frequency, among industrialized countries in the world. The lowest frequency among married couples, and in general, with frequency per week.

Many Japanese are simply not having normal sexual relationships. And for a significant number of males, the only sex they have is with prostitutes or masturbating with their hand. Prostitutes, their right hand, and sex toys are not out here having babies or marrying.

When you talk to many young Japanese women, a very odd mindset presents itself which will only make Japan's problems worse. Expect Japan's population to go into free fall downwards.

My opinion is however, anecdotal, but also based on years of living in Japan. And I can actually compare younger and older generations of Japanese a bit. Such negative attitudes towards sex wasn't present in Japan 15 years ago.

Japan's backwards ultra-conservatism, has in many ways created a climate of sexual oppression. Many younger Japanese women see being sexual liberal or open-minded, as being a prostitute for money or perversion. Many Japanese women think a guy walking up and having a simple conversation, is perverted or wrong. Often there is the 2 extremes, and not an understanding of the middle. In their minds, being the opposite of a prostitute is to be a 1950's style Cinderella fake virgin girl. Anything outside of missionary position is perverse.

If anything, you want to encourage female sexuality and support it, not oppress it. You want your women enjoying sex (and its many variations), male and female relationships, and babies in addition to their careers. Not for them to be lying about virginity work robots.

A police force that wastes taxpayer money on breaking into locked door member only private clubs and closed door hotel rooms to arrest consenting adults for having sex, speaks to ultra-conservative craziness and sexual oppression.

No police force in a democratic and free society, should ever be wasting people's time with preventing dancing after midnight or breaking down doors looking for group sex. And if they are, they are at war with basic human rights. Feeling good and naturally enjoying yourself, should never be the focus of a police crackdown, unless you live under Islamic Sharia law.

All customers were not arrested. Those customers that were caught directly in middle of having sex or naked, during the mindless raid into a locked door private club, were arrested. Those just being in the club itself, are not arrested.

Furthermore, they have trouble even bothering the happening bars, because they are technically legal. It's a bar. Therefore it appears they are purposely trying to harass members, in the stupidity against human sexual relations.

This is also a political and complicated matter. Most happening bars never have this trouble and have been running 5, 10 years or more. Sometimes its about the location of the bar, who wasn't paid, or something else the owner was doing.

We should be mindful that being charged with indecent exposure, is a very minor misdemeanor offense. It's like if you were caught naked in the park. Where being charged with prostitution or running an illegal prostitution ring is a much more serious offense. We should be clear here on the differences.

Anyway, police breaking down locked doors looking for sex orgies is a disgrace and sham. This is fake police work, and shows they are doing nothing. While they are trying to find out who is having sex, they are allowing murderers, robbers, rapist, drug dealers, and gangs to roam free.

Shit - I've actually had sex in a park (and karaoke and manga kissa and Ferris wheel) but I wasn't worried about getting busted - I shouldn't have to worry about a happening bar.

Most happening bars have never been raided. Nor have most soaplands or dance clubs in Roppongi and Shibuya.

Think about the argument being presented, and I find this entire topic odd. You are being told to be afraid of something that is very unlikely to happen to you and natural sex, by some that are into prostitution, which is as sketchy and arguably more questionable than any happening bar. Since when was paying prostitutes and delivery health the "safe" option?

That's not true. Every happening bar isn't busted.

It's particular happening bars that are singled out for various unclear and sometimes complicated reasons, and are shut down. Those bars don't open again, at those locations or under the same ownership.

I feel for you, because I know it's your thing, but your example article of Soaplands doesn't apply, as the customers were not arrested. Only management was.

The point I am making is that it appears happening bars are the ONLY adult play business where 'normal' customers are getting arrested.

That is what concerns me.

So from a customer point of view, it's 'safe' to go to a soapland, deli health, pink salon, or fashion health, because EVERY bust of those establishments focused only on management (unless it was clearly a pedophile situation)

But, if you go to a happening bar, in the very unlikely chance it's raided, you will get arrested if you've got your junk hanging out.

Well ... I do prefer a long relaxed romp in a nice comfortable bed most of the time - and went for indoor rather than outdoor sex this past weekend when the temperature dropped again.
I do like to stay warm.
